Unfortunately, at this time, you must be connected to the internet in 
order to initially 'build' DSpace. I realize this is definitely not 
ideal for many.

However, it would be possible to build DSpace on one machine (connected 
to the internet) and then install it onto another (not connected to the 
internet).  Essentially, you'd want to do the following:

[while connected to internet:]
(1) Download & install all prerequisites listed at: 
https://wiki.duraspace.org/display/DSDOC/Installation#Installation-PrerequisiteSoftware

(2) Download the version of DSpace you wish to install

(3) While still connected to the internet, build DSpace via 'mvn 
package' - see step #7 of Installation instructions at
https://wiki.duraspace.org/display/DSDOC/Installation#Installation-Installation

[while *NOT* connected to internet:]
(4) If necessary, copy the generated files to the non-internet connected 
computer.

(5) Perform the rest of the Installation instructions at (Remember to 
skip over step #7, as you should already have DSpace pre-built):

I realize this is not ideal. We are currently working on ways to provide 
an automated installer for DSpace (which will not require an internet 
connection to install). Unfortunately, this is not yet available.
