I'm trying to change the verb-age on the login page. We are using stacked
login modules (shibboleth, password).

I've located where / how to set the UI strings to something local users
will understand.
([$DSPACEHOME]/webapps/xmlui/i18n/messages.xml)

My problem is that I have been able to get one change to stick. But
subsequent modifications of the messages.xml file are not being picked
up, at all.

We are using the Mirage them at present (stock). The only way I've been
able so see a change is to bring tomcat down change themes in
xmlui.xconf and bring tomcat back up.

Now I have one theme that reflects what is in webapps/xmlui/i18n/messages.xml 
and one theme that does not.

I have:
  o cleared all caches in all browsers tried.
  o restarted httpd on server
  o restarted tomcat (multiple times)
  o even restarted postgresql once

Has anyone seen this ... ever??

Could this indicate what ever is making the call to bring up the login
page is not reading the files it needs.. bug?
