Hi Nisreen,

Its called DSpace Administrator.

Assuming you are using DSpace 1.6.x or above.
Browse your DSpace installation directory and run below command 'dspace 
create-administrator'.

[dspace]/bin/dspace create-administrator
This will ask a few information to create a new administrator.
