I think you need to leave off the "?verb=Identify" just like in the 
previous example that you said worked.

So, the harvesting provider URL should be:
http://imlsdcc.grainger.uiuc.edu/gateway.net/oai.aspx/iwmi.catalog.cgiar
.org/oaisteriwmipubs.xml
