OK. I suggest that by default, the METSRightsCrosswalk output XML
should be made accessible only from localhost. This is the same
approach that is used by Solr. Furthermore, I suggest to add a way to
make this information publicly accessible for anyone who needs to
expose it, e.g. via OAI. What about an IP filter, in the sense of
Tomcat's RemoteAddrValve?

Keeping the format will allow me to develop the XMLUI frontend, while
someone can simultaenously work on access control.
