I'm assuming authentication-ip.cfg is just a test file here and you changed the 
actual configuration file in [dspace]/config/modules/authentication-ip.cfg. A 
common mistake is also changing files in [dspace-source]/dspace/config/ 
instead, which wouldn't take effect until you rebuild DSpace.

That config file name and location would assume you're using DSpace 1.8.

This on the other hand indicates you're editing a DSpace 1.7 or older 
configuration file. In that case, the correct property name would be 
authentication.ip.Restricted_Access
