This is possible in JSPUI, but remains to be added to XMLUI. In JSP this feature is called "Current Active Workflows" and is accessible from the link "Workflows" in the Administer menu. Stepping in and approving "on behalf of" can be done using the login-as feature once you know who the person is where the item is stuck.
