This depends on how you setup DSpace.
I see you use Windows, therefore a lot of Unix based solutions fly out of
the window, excuse the pun.

If you use Tomcat with Apache, then try finding out how to limit downloads
per item of time with Apache2.
I am sure there is an Apache2 setting for that.

If you use Tomcat without Apache2, as I do, then try asking for help on the
Tomcat mailing lists.

When you have a solution, please let the list know, since I expect this
will happen often with production systems in the future as repositories
become more popular.
Tomcat also has a load balancing solution.

In my opinion, using a Windows server really limits you as far as
performance and scalability etc.. is concerned.
