I think this is a configuration problem.
Can you send the contents of your config/modules/oai.cfg file?

More in specific, check if following keys are present & uncommented:

harvester.oai.metadataformats.dc =
http://www.openarchives.org/OAI/2.0/oai_dc/, Simple Dublin Core
harvester.oai.metadataformats.qdc = http://purl.org/dc/terms/, Qualified
Dublin Core
harvester.oai.metadataformats.dim = http://www.dspace.org/xmlns/dspace/dim,
DSpace Intermediate Metadata
harvester.autoStart=false
harvester.unknownField = add
harvester.unknownSchema = fail

There are a number of other issues with the OAI Harvesting client that have
been logged in JIRA. Some of them already have pull requests. It would be
great if you could test out the provided solutions or join in solving these.
