Bill. I found the problem just now. I screwed-up the solr web.xml file.
<env-entry>
<env-entry-name>solr/home</env-entry-name>
<env-entry-value>[dspace-dir]/solr</env-entry-value>
<env-entry-type>java.lang.String</env-entry-type>
</env-entry>
I had [dspace-dir]/config/sorl
rather than [dspace-dir]/solr
