I'm trying to move data from one instance of DSpace (1.7) to a newer one
(3.2) using the AIP Backup and Restore process found here:

I'm doing a site-wide backup.

The backup process works without any problems. However, when I ingest the
files to the new server, policies for most of the items appear to have been
completely stripped out.

For example, we have a group that all of our users who authenticate via LDAP
are temporarily added to, and we restrict access on some items (primarily
bitstreams) to that group. The group itself migrates fine, and a very small
number of the items restricted to that group have the correct policy
settings. But the vast majority appear to have just been given blanket
access to the "Anonymous" group.

I'm not seeing any errors during the ingest or export, and everything else
appears to transition between systems smoothly other than
policy/authorization data. It doesn't only affect this group. Even items
that have been set to only allow administrator access are opened up to be
readable by the Anonymous group after they've been ingested.

Has anyone run into this issue before, or know of an easy fix? We have over
10,000 bitstreams that are restricted in some way and it would be a major
project to have to manually redo these policies/authorizations.

Both systems are Windows Server 2008 R2.

The export command I'm using is:
dspace packager -d -a -t AIP -e m...@email.com -i 123456789/0
C:\sitewide-aip.zip

The import command I use on the newer server is:
dspace packager -r -a -f -t AIP -e m...@email.com -i 123456789/0
C:\sitewide-aip.zip
