the languages or rather locales (see 
http://en.wikipedia.org/wiki/Locale) to be used are configurable in 
dspace.cfg with webui.supported.locales

see
# All the Locales, that are supported by this instance of DSpace
# A comma-separated list of Locales. All types of Locales country, 
country_language, country_language_variant
# Note that the appropriate file are present, especially that all the 
Messages_x.properties are there
# may be used, e. g: webui.supported.locales = en, de


The language catalogues are dependencies dspace-api-lang  and 
dspace-xmlui-lang and automatically part of the installation. If you 
want to customize them you can use the usual overlay mechanism.


If you do work with DSpace in a non-en language it would be great 
contributing back updating an existing or sharing a new translation.
