Hi Bill,

This bug has been reported here:
https://jira.duraspace.org/browse/DS-2544

There's already a suggested fix / Pull Request (which looks correct, but 
I admit I haven't had a chance to test it out yet). It is scheduled to 
be resolved in DSpace 5.2.
