We'd likely need more information here.
How much memory have you made available to Java (via -Xmx / -Xms)?
What is the specific out-of-memory error you are seeing in the DSpace
logs? Is it a Heap Memory error or a PermGen one?
Have you reviewed the recommendations for performance tuning DSpace?

If you've tried performance tuning, and haven't had success, you could
also limit the number of DSpace webapps you have installed (i.e. remove
any that you are not actively using, so that Tomcat doesn't start them
up and allocate memory to them). So, you can review if you actually
need to install xmlui, jspui, oai, sword, swordv2, rest and rdf. The
fewer you use at once, the less memory you will require.
Those are just a few initial thoughts/questions.
