Edit the item and check its authorizations. In xmlui, you can access it after clicking the "Edit this item", and then under the tab "Item Status", there is a button there named "Authorizations". From there, you can change the policies of the item or its bitstream. You can also set the policies in a collection level by using the policy wildcard tool which can be found under the "Administrative" section of the sidebar. Click the "Authorizations" link.
