Hi Saidy.
This error is due to the configuration of your SMTP server, not DSpace.
The SMTP server that you configured in dspace.cfg is not configured to
send email to external recipients. Fixing this will depend on the type
of SMTP server that you are using (sendmail, postfix, exchange etc), and
is generally in the realm of you IT department.
