Summary: Watchdog Service

Initial Comment:
A Dspam watchdog service to check if Dspam is running, if not to start it and 
keep a watch on it.
Dspam could fail for many reasons, many of those could be unpredictable events, 
such as;

Aug  7 11:31:00 mx01 kernel: fxp0: link state changed to DOWN
Aug  7 11:31:02 mx01 kernel: fxp0: link state changed to UP
Aug  7 13:20:43 mx01 kernel: pid 673 (dspam), uid 0: exited on signal 11 (core 
dumped)

The service could also watch the backend storage, MTA etc
The watchdog service should have its own logfile

This can be achieved with 3rd party utils such as monit, and doesn't belong
as part of Dspam at this time
