1) Copy the message content from the quarantine into a new file
2) Then call:
dspam \
--debug \
--deliver=innocent \
--class=innocent \
--source=error \
--user your_user_name \
-d %u < /pat/to/the/saved/message
Do you get any error when executing this?
Does the message get delivered after executing this?
