I see the script in the CVS, but how do I use it.
I don't want to install the CVS version. It will probably break my
install. I run Gentoo, and I install from portage. If I install from
CVS it might install stuff to different locations and screw up my nicely
configured installation.
So I am running version 3.8.0-r11, where do I put this perl script at to
make it work? I tried running (after setting params in it) when there
was stuff in the quarantine, but it didn't do anything.

You run it as a cron job.
