Are you in VFO Mode vs Memory ? I am working on a ppt just for the IC91 - http://www.bosshardradio.com/ic91.ppt - It still needs much polishing.
You should be able to go to (In subband B - not A) and press Menu, then scroll to calls, you will get UR, R1, R2, and MY, and be able to enter the info, line by line.
