it is not "PROTECTED" it is in the experimental area of the band and it is not 
on a regular frequency it is on a splinter, so it has to be something that a 
"LOCAL" set up and may have to be relocated to a proper FM simplex frequency.

            In the Cleveland, Ohio area, 145.665 is used by the NASA ARC for 
rebroadcasting the shuttle and NASA TV.  It is a "protected" frequency.  That 
eliminates 145.67 for us.
