There are a few vendors that ship laptops with linux on by default. HP definitely do one (NX6110). What you can however, which is part of the Microsoft EULA is buythe laptop running linux, then do not accept the EULA. The EULA stipulates that should you disagree in whole or in part with the EULA then you should return the software to the place where you purchased it. So buy the laptop, then after purchase contact the guys you bought it from and tell them you don't agree with the EULA, they will then need to send the software back to MS and receive the cash refund.
