Your computer is fairly slow.  Maybe you could install an older KDE?
Or run a smaller window manager.

If you don't want to do that, disable all eyecandy.  Somewhere in the
Control Center is a performance thing to turn off things like sliding
menus and stuff.  Pick a simpler theme.

Then you can pay attention to more general Linux performance tuning.
"Turn off any services you don't need" is probably the best advice
here.  Kubuntu will likely have tuned other things for you.  You can
learn about turning off services here:
