The reality with tor, skype and most other traffic that is of a peer-to-peer nature is that etisalat's blocking is sufficient to make it useless, but it's not comprehensive by any means. Sometimes it may work. It may work for a minute, it may work for an hour, it may work all day. Odds on it won't next time you try to login. They disrupt the service just enough to make it unreliable to the point of extreme annoyance, but not completely blocked (as they can't). We all have our "Hey I just logged into skype" moments, but just as we have that, we also have our "Hey skype was working 10 minutes ago and now it won't login" moments. It's intermittent at best.
