Short of using something like Norton Utilities to build a boot disk
from your existing system, you basically can't. You can find a
premade floppy image for a universal boot disk on most older Mac OS
CDs, however, which can be written to a floppy with the Disk Copy
application.

You really don't need to - just do a clean install into a new System
Folder, which the installer should make your default boot folder (if
it doesn't, you can also choose the new folder in the Startup Disk
control panel, or for pre-9.0 systems manually "bless" the new folder
by splitting up the "System" and "Finder" files in the old one, then
opening and closing the new one to be sure).
If you find booting from the new System Folder solves all your
problems, you can begin manually moving over any additions you made
to the old one (such as extensions, control panels, and - with care -
preference files).
