AC interference via the phone line. I'd bet one side of the phone line has an AC signal problem (poor ground, or wrong side at ground potential). Quick test. Try the 2400 at another site with just the AC adapter. If it connects quickly (i.e., normal speed) then you have a phone line problem at the original site. If not, the modem would be suspect. If you're adventuresome, open the plug for the phone jack....there should be a red wire and a green wire...swap the positions and see if the 2400 connects at normal speed.
