I'm using 207.217.126.81 and 207.217.120.83 for earthlink and never have a problem. I remember getting online with a 190 via Earthlink. I used Netscrape 3.0.4. It was slow but worked. Nowadays 3.0.4 can't acccess many sites because its security certificates have permanently expired. I don't know which OS you're using, but you might try iCab just because it's small and up-to-date. Every time I've had your problem after connecting to the ISP, it turned out to be TCP and Remote Access options standing in my way. In TCP, be sure "load only when needed" is not chosen. In Remote Access, be sure "use verbose logging" is not chosen. In the Protocols panel, the only item I have checked is "allow error correction."
