I updated 7.6 to 7.6.1 and it worked just fine as a start up volume. Guess you need at least 7.6.1 which is strange because 7.6 was selectable with the SU control panel.

possible that when I partitioned my drive #2 was not set as a boot-able
partition?

Only if its System isn't "blessed."

If so how do I correct that?

Drag the Finder and System files out of its System Folder. Drag 'em back
into it. Make sure System Folder icon is not plain-generic. Go to your
current Startup Disk control panel. If it's listed there and clickable,
the chosen partition should work upon restarting.
