Only on the die itself because that's all the heatsink
contacts on the CPU, unless the CPU die is flush with
the rest of the package. If the compound is still
soft,
make sure it fully covers the die in a thin layer.
If it's hard, carefully scrape it off with a
fingernail
then carefully wipe with a soft cloth. Chips and
scratches can easily ruin these types of exposed die
CPUs. Apply the new compound with a fingertip in a
thin layer. The heatsink retention pressure and heat
from the CPU will mush it out evenly.

If you use electrically conductive compound like
Arctic Silver, you must be sure to not get it on
aything but the top of the CPU die.
