and FTP is also a large source of warez.....and so is the web.....it doesn't mean it 
doesn't have any benefits at all.

as it is, i think hotline servers can still be interesting, and are sort of a modern 
incarnation of BBSs......

if you use the main hotline tracking (hltracker.com) you will find a list of perfectly 
legitimate non-illegal sites.....

and some websites, such as Mac Gamer's Ledge, run cool hotline servers and have 
interesting chats and discussions.

whatever its downsides are, i think hotline as a service is a nice alternative to ftp 
servers.
