A not-so-quick but perhaps helpful addendum: As Abe said, it is a delicate
and difficult procedure, mainly because it would be impracticable to punch
a starter dent into the end of the broken screw and therefore almost
impossible to keep the drill bit from wandering off-center. You'd almost
have to use a drill press. I'd suggest recourse to your local friendly
machine shop. Reminder: be careful to clear away the chips.
