I have had more than one person agree with me that it is tricky to get a 
Powerbook 2400 to boot from a CD-ROM.  I have found the following to work 
reliably:

Insert CD into drive
Power off both CD and Powerbook
Connect SCSI cable
Power on CD ROM Drive
Wait 10 seconds
Power on the Powerbook
Wait 2 seconds
Hold Down C Key
You will see a flashing ? for a few seconds
Then the CD-ROM will start grinding
Let go of C Key
