I live and work partly in Germany, and your problem seems not phone
system-, 
but hardware-related. In my moms house I have that very same problem, in my

own apartment no such complications. Disable dialtone-detection works for
me, 
however haven't tried that in hotels. I will ask my friends in Munich or
some 
comm-pros (I'll fly over this Saturday) and get back to you if and when I 
find something out.

Think you are right.  My prelim findings are that the German RJ-11
plugs/jacks are wired so that the two outside conductors carry the
intelligence while ours use the two middle conductors.

Understand there may be an in-line RG-11 type adapter available to correct
this but I haven't been able to locate one in the US.  

When you use a German/US adapter (a plug that fits the standard German
rectangular wall jacks and has a standard RJ-11 US modular input/output
connector, the problem goes away.  Incidentally, Radio Shack sells these
adapters for about $6.00.

Would be interested in hearing what you find out during your Munich visit.
