Clean install installs a completely new System Folder. All of your old
settings (basically, your Preference files), and all of "the way your
system is set up"; i.e. your set of extensions, control panels, the items
in your Apple Menu, are left behind in your "Old System Folder" or
"Previous System Folder", depending on how the installer labels it.
The reason for doing a Clean install is to verify that it solves your
problem. Then, you may move these items back from your "Old" or
"Previous" System Folder a little at a time, seeing if the problem comes
back. Eventually, you get your old system back, minus the problem, if
you found one.
