I may be confused, but ....
Why don't you try following:
1. Mount CD-ROM on the desktop
2. Open startup disk control panel and select the CD-ROM
3. Restart
My CD-ROM, which came with CD-ROM Toolkit, is not bootable with C key
but I can boot
my 2400 & 5300 in this way. 
Of course, if you want to boot your PB with the key trick anyway, this
technique doesn't work.
