To my knowledge, no. ASCII is ASCII and if the text is done properly
then the server just serves up text... In the end a webserver is just
a file server and your browser is just a file reader. It is the
browser, with hints from the server about character sets, that
determine the language delivered to the user.
That said, there are some caveats. Once you get into dynamic content
some rules change. We host (full disclosure: I work for
digital.forest, a web and application/database hosting provider)
several FileMaker databases in Japanese. This does require the "J"
version of FMP... we do run one server with the 'north-american
English' MacOS installed, and another (which we are testing) with a
Japanese MacOS, but both have the Japanese Filemaker Pro running.
