I found interesting software for harddrive tune up.
It can control built-in power saver function of harddrives (APM)
and stop the head to return to its idle position.
 ( you hear 'click sound' in several seconds after finishing access,
aren't you?)
This CANNOT change the speed of the drive but CAN improve
'touch-and-feel' greatly,
especially when you use harddrive-oriented software.

It was made for G3 powerbooks originaly but seems to work 2400/Duo
with large harddrives. 
I tried it on my PB 2400 with Hitachi's 6.4GB drive, and it works great.
