The original quotation that spawned this was From: William Limbacher

So, if you have something significantly faster than a 75 MHz Pentium,
you might find that the 68040 emulation runs slightly faster than a
Quadra 900...

In fact, I'm currently running 8.1 under Basilisk on my Vaio SR7K (3
lbs., 600 MHz PIII, giving MacOS 90mb). I haven't bothered much with
benchmarking, but a lot of stuff is noticeably faster than my G3/240
2400 -- especially networking, basic video, and disk. Speedometer
rates math as 9x a Quadra... Haven't done a lot in Photoshop, but
it's not deadly slow...

Basilisk is freeware; http://gamma.nic.fi/~lpesonen/BasiliskII/ for Windoze.

I tried SoftMac and Fusion demos; each gave me hours of grief.
Basilisk installed (with Ethernet networking and other features not
available in SoftMac/Fusion) and was running in under an hour,
including copying a bunch of my files.

PPC? Well, would be nice. I haven't heard any stories of people using
PPC under SoftMac yet, though; the Fusion are working on iFusion;
I'll just have to keep searching for FAT binaries of stuff until then!
