Limit use of expand-file-name and fix add-log name computation bug
* lisp/dvc-core.el (dvc-find-tree-root-file-first): Only call
expand-file-name if we are under windows. It's annoying to be
mysteriously transported into a different path and get duplicated
buffers. Also, remove trailing slash, so that it does not mess up name
computation for `add-log-file-name'.
