I doubt that the Emacs developers would go for that. The only option is
probably just to document that the user should customize
vc-handled-backends if they don't plan to use VC, due to bugs in VC.
The reason for my doubt is that RMS won't even agree to disable VC
during batch compilation by default, when I brought the topic up last
month.
How old is your version of Emacs? The developers have fixed some
glaring VC bugs in the past couple of months.
