Thanks for this hint; I didn't realize bookmarks were set up for that. I don't have an answer to your question, but I have another question. After playing around with the dvc-bookmarks for a while, I discovered that dvc-bookmarks-merge requires dvc-bookmarks-show-partners be set to non-nil. I could set that in my .emacs, but it would seem to make more sense to set the default to t.
