Fix bug in xgit-add.
* lisp/xgit.el (xgit-add): Call xgit-dvc-add-files instead of
xgit-add-files, because doing the latter turns the single argument
erroneously into a list.

Better handle case where user does not have tla or baz installed.

Determine whether to use --no-site-file or -no-site-file.
* configure.ac ([DVC_PROG_EMACS]): Determine whether to use
"--no-site-file" or "-no-site-file". The latter is used if we have an
XEmacs variant. Set this value to SITEFLAG and make it available to
templates. We can't use it for the very first test to determine
whether we are using Emacs or XEmacs, but we can use it afterward.
([DVC_HAS_TREE_WIDGET]): Fix typo.

Make sure dvc-preload doesn't get added twice to the autoloads during
install.
* lisp/dvc-build.el (package-maint-make-load): Handle case where the
