Fix building outside the source tree.
* lisp/Makefile.in: Define top_builddir and builddir.
Export builddir to the environment of the emacs compilation command.
Remove the dvc-site.el.in rule since it doesn't work.
* lisp/dvc-build.el: dvc-site.el is generated in the build directory, add it
to the list of source files.
