This is an interesting idea. Not sure whether it would fit the
organizational-minded types, but boolean operators for tags could take
away some of the need for a strict hierarchy. If I had three tags:
"glass, windows, microsoft", proper AND (intersection) and OR (union)
boolean operators would let me search for either all entries tagged
windows, all entries tagged with either windows OR glass (which would
also include entries about microsoft windows), or all entries tagged
with windows AND glass (no ms windows).

I still like the idea of somehow organizing the tags (e.g., today I'm
in a mood to write entries about coding, but I have a long list of
tags about my personal life. Wish I could tuck them away so I can
easily pick out the tags that are relevant to my topic), but it would
be less needed.

Several ideas for approaches have already been tossed out onto this
list, and there are issues with each; I'm not sure what the best
approach is. Bundling tags may not be ideal for the case when you have
a tag with the same name that you use for two different purposes.
Tagging the tags could be complicated. Purely hierarchical can make
the tag structure less flexible, etc.

One example, assuming that I tag all the entries "glass" with
"windows", and all entries "microsoft" with "windows", and also
assuming that all my microsoft entries are private while all my glass
entries are public:

bundle: things I like looking at:
 - glass - 5 uses (public tag)
 - windows - 7 uses (public tag)

bundle: things I dislike looking at:
 - microsoft - 2 uses (private tag)
 - windows - 7 uses (public tag)

That is three tags, with "windows" being stored as the same tag/ same
tag id and metadata in both bundles, so it's seen as public (since
glass entries are public)

"Tagging the tags" which Mark brought up would probably mean four
tags, with "windows" being separated into two tags:

glass - 2 uses (public tag)
windows [glass] - 2 uses (public tag)
microsoft - 5 uses (private tag)
windows [microsoft] - 5 uses (private tag)
