I don't know OPML from a hole in the wall, but these two questions  
have functionally similar answers:

  -- When you import a journal from some other (LJ-based) journaling  
system, DW will create syndicated feeds of all your friends on that  
site and add them to your DW friends list. For instance, if you have  
"synecdochic" friended on LJ, and you import that journal to DW, the  
system will automatically create a syndication of  
synecdochic.livejournal.com (if it doesn't already exist on the site,  
that is) and add it to your friends list.

-- Everyone on Dreamwidth will be able to create syndicated accounts.  
We may have to revisit this later (or, more reasonably, turn down the  
rate at which we check the feeds for updates) for performance  
reasons, but we hope we won't have to.

Fixing up problems with the "ownership" of RSS feeds is one of the  
things we want to do -- maybe not by open beta, but it's on The List.  
Right now it's looking *likely* that the best option for us is going  
to be inserting an item (not a separate entry) into your reading list  
on Dreamwidth saying "hey, there's a friends-only entry over there  
that you can read, go log into that site with your credentials and  
read it there", but like I said, there is going to have to be a *lot*  
of thought given to this problem before we settle on a solution. Big  
priority, but not possible for launch unless someone has a miracle  
brainwave and sits up for seven days straight coding ;)
