Have to defer this question until we spec the parent/child account  
function -- it won't be immediately available. By then we'll have  
developed some kind of community-feedback-on-proposal system, too, so  
people can weigh in on their opinions on how it should function.

This answer has parts:

1). Yes, when importing your content from another LJ-based site, the  
importer will automatically create a syndicated feed for every friend  
on another LJ-clone site. This means you'll be able to read any of  
their public posts on your DW reading list.

2). We're working on a way to solve the problem of cross-site  
authenticated RSS in a sane and not-evil way, to allow you to (at the  
very least) be notified that your friend on another site has posted a  
FO entry. This does not have an easy solution, and it won't be there  
by site launch. We want to solve it as quickly as possible, though.  
Mark and I have had some conversations about the best way to do it,  
but no solutions yet.

3). People will be able to comment on other LJ-based sites using  
their Dreamwidth account as an OpenID account, assuming that the  
journal owner hasn't blocked OpenID or anonymous commenting.
