That's why we have the Premium Paid account (it's essentially like  
purchasing the extra userpic add-on, along with some other higher  
limits) -- the extra-userpic add-on on LJ was a shambling horror  
grafted on top of the existing payments code, and since the LJ  
payments system is not Open Source and we have to write our own, we  
chose to do it this way instead.

In the future we'd like to implement other ways for people to get  
additional userpics -- since I know that's the most commonly  
requested feature -- but as Mark just mentioned, people will never be  
able to purchase just userpics without a corresponding paid account.

With the userpic limits, that's the most significant example of us  
being conservative in what we can offer. It's entirely likely that  
we'll be able to up those limits, but we don't want to overpromise  
and underdeliver. We set those limits deliberately lower than what we  
think we're going to be able to support, long-term, to see how the  
transfer usage, disk space, and load numbers work out before tweaking  
them further upward.
