Well yeah, I get the concept.

And sure, people do.  But I don't know if that's the *right* behavior,
and I don't think adding it to S2 is particularly advantageous.  If
you codify that exact behavior then when we actually work on tags, you
end up either being shoehorned into one particular model or you end up
having to undo a lot of people's expectations.  Both bad options for
different reasons.

People use "foo: bar" right now because that's all they can do.
Allowing them to continue doing that as-is would be fine, but
codifying it seems like the wrong approach.
