I did a quick write-up on this on my DW journal, so I hope no one minds if I copy and paste the entry here:
Open up semagic to the login screen (if you have automatic login turned on, this means you'll have to go to Journal|Logout to get the right screen). You'll see your LJ username in the username field. Type in LJ after your username, so for me it looks like "ranalore LJ." Then go to File|Server Settings. In there, you'll see that the username field also says "username LJ." Get rid of the "LJ" part in that field and hit OK. You should be returned to the login screen, which will still say "username LJ." Type in your password and try to login. You should be able to do so. Once you've tested out your LJ login, return to the login screen by selecting Journal|Logout. Now enter your username plus your chosen shortening of Dreamwidth. I have "ranalore DW." Again, go into File|Server Settings. This time, change the username field to just your username and change the server field so it points at dreamwidth.org instead of livejournal.com. Hit OK and login. Now you'll have two separate account listings in semagic, so when you want to cross-post, you can login to either your LJ or your DW account. Type up your post, then go to Journal|Post to Multiple Journals. This will bring up all the journals you have set up through semagic. The account you're logged into will be automatically check marked and greyed out, so just check the account you aren't logged into and hit OK. This will post your entry to both journals.
