I agree with Matthias. The purpose of a border is to separate one
client from another.

My view is: the (highlighted) border is to indicate the active client.
(Normal borders are only placeholders for the highlighted border.)

This could be a second purpose, but primarily borders separate by definition. But for sure (as mentioned in my previous E-Mail) highlighting is an issue with a maximised window and floating windows on top of it.
